Strawman Temporal Testing of CONCEPT

The purpose of this document is to outline the level of complexity that the temporal model should resolve emissions. I propose 3 levels of increasing obscurity. Each would have a number of different types of records that might be encountered. I’m unsure where CONCEPT needs to be in it’s ability to handle all of these. This is especially true in the Beta version, but I would think as John builds the processors that he should have this stuff in mind. I would think that Level C would probably take an Excel spreadsheet to verify and build or even better an SQL processor that generates some very complex test files.
