CONCEPT Version .14 Surrogate Update

There are two gzipped ASCII files:

spatial_surrogates_4km_national_rpo_grid.data.gz
spatial_surrogates_tribe_4km_national_rpo_grid.data.gz

The first file is the xref.rpo_sr ASCII equivalent and can be read
into the SQL table with the PostgreSQL command 'COPY.' The
second file is the xref.rpo_sr_tribe ASCII equivalent, and it to
can be read into the SQL table with the COPY command.

These surrogates were developed with the CONCEPT area source
spatial surrogates tool.
